Governor Doug Burgum has signed his first draft of the 2021 legislature.

House Bill 1052 goes into effect August 1st. It extends the 2019 law by two years and allows agreements that provide state services to youth in tribal courts. In addition, the State Ministry of Corrections and Rehabilitation is added as a partner agency.

The House of Representatives passed the bill 89-2 and the Senate 46-0.

The Spirit Lake Tribe was the only tribe to have signed an agreement with the state so far. Proponents hope to sign agreements with other tribes.
